On the April 8, 2025, the Civil Aviation Authority of Timor-Leste (AACTL) and the Kingdom of Thailand has successfully concluded the signing of a Memorandum of Understanding (MoU) and initial of the Air Services Agreement (ASA).

This significant agreement aims to strengthen bilateral aviation cooperation and promote international air transport connectivity between the two countries. The MoU outlines key aspects such as flight frequency, air traffic rights (including 3rd, 4th, and 5th Freedoms of Air) and the use of civil commercial aircraft for passenger and cargo transport. This event marks an important step forward, providing the necessary guidelines and procedures to support the growth of aviation and air traffic between Timor-Leste and Thailand.

Under this agreement, Timor-Leste will have access to all international airports in Thailand, with reciprocal access granted from Thailand to Timor-Leste. The final discussions for the ASA agreement and MoU between the two nations were held in Dili, involving representatives from the Civil Aviation Authorities (AACTL and CAAT), the Ministry of Transport, and the Ministry of Foreign Affairs of both countries.

The signing ceremony was attended by key representatives, including His Excellency Minister of Transport and Communications of Timor-Leste, Mr. Miguel Marques Goncalves Manetelu and His Excellency Ambassador of the Kingdom of Thailand to Timor-Leste, Mr. Atipat Rojanapaibulya.

The Civil Aviation Authority Timor-Leste reaffirms its commitment to fostering international partnerships that support aviation and tourism growth in the region. The positive outcomes of these collaboration is expected and the long-term benefits for the people of both countries in the future.
