AACTL POLICY

By Resolution Number 40/2017 the Government of Timor-Leste had established the National Civil Aviation Policy - “Growing Aviation to 2030: Providing Connectivity to Support Economic and Social Development”, drafted by an Inter-Ministerial Working Group through a collaborative, consensus-based approach. The Policy set out a vision for Timor-Leste to enjoy safe, secure and efficient air services through compliance with international safety and security standards, effective oversight of safety and security of civil aviation, continuing implementation of the Timor-Leste State Safety Programme, and proactive and cooperative participation in global and regional initiatives to improve the safety and security of civil aviation. The National Civil Policy provides a framework that allows aviation stakeholders to develop their plans with confidence taking into account the Government’s commitments. The Government of Timor-Leste, as ICAO Member State, shares the common understanding that safety and security must occupy first place in civil aviation policies. The Government recognize that culture of safety and security must be deeply integrated in all entities responsible for aviation infrastructure and service providers. Accordingly, under the National Aviation Policy the Safety and Security have been accorded the highest priority.

The main objectives of the safety oversight function, the generic components of a national safety oversight system are:

- Monitoring of safety performance;
- Verifying compliance with applicable safety regulatory requirements;
- Safety regulatory auditing;
- Oversight of new or changed systems, operations, products or procedures;
- Publication of regulatory instructions or advisory material based on findings of oversight activities;
- Generation and maintenance of safety oversight records.

The AACTL policy follows the Government’s vision for Timor-Leste stipulated in National Aviation Policy that states that Timor-Leste is to be served by safe, secure and efficient air services that will serve the public interest through effective leadership, planning, regulation and efficient oversight.

  • To achieve and maintain aerodrome accident/incident ratio below 5 per 1000 aircraft movements in commercial air transport
  • To achieve the number of flight incidents ratio involving ATS Support 4 per 10,000 flights
  • To minimize delays in on-time departures
  • To improve the quality of service in air travel
