The Administration support office functions as secretarial and technical support to the other departments:
To fulfill the duties of the Office, it is incumbent, namely:
Provide logistical support to the Board of Directors;
Prepare the annual budget proposals;
Elaborate and/or collaborate with the services of the Ministry responsible for the transport sector in the preparation of all projects of legal diplomas related to the sector and that have any connection with it;
Carry out various studies on revenues to evaluate and update prices and proposals for revising revenues;
Control the payment of subsistence allowances inherent to travel in the Department;
Notify the board of directors immediately in case of delays or non-payment of payments in coordination with the Legal Department;
Elaborate, in collaboration with the Legal Department, proposals for new contracts according to AACTL’s needs, optimizing contract management by assessing the cost/benefit ratio;
Proceed with the execution of all procurement processes, including the provisioning of current consumer goods, furniture and utensils and equipment, as well as their storage and distribution among the different bodies;
Analyze and propose the necessary budgetary changes;
Prepare management reports and accountability documents;
Ensure compliance with tax obligations and provide the information requested by other bodies;
Analyze and evaluate deviations in budget execution;
Manage the budgeting and budgetary control process;
Provide accounting services, ensuring compliance with tax and accountability obligations;
Issue an opinion on draft legal documents that are submitted to its appreciation;
Prepare legal opinions, information and studies on any matters of interest to AACTL;
Carry out, in collaboration with other services, the study of national and international legislation and the adaptations to be introduced in domestic legislation, namely in terms of the implementation of international secondary law produced by international organizations of which AACTL is a party;
Collaborate with the services of the Ministry with sectorial competence in preparing responses to contentious and gracious tutelary appeals brought against acts carried out within the Ministry, in matters of civil aviation;
Coordinate the preparation of administrative regulations under the responsibility of AACTL, as an aeronautical authority in the civil aviation sector, with regulatory powers expressly enshrined in the law, in the development of legal standards and technical recommendations of a national and international nature;
Issue opinions and information, collaborating in the preparation (legal basis and prior control of legality) of administrative acts of the board of directors;
Participate in the preparation of internal regulations of AACTL, in collaboration with the other services;
Exercise the sponsorship of appeals processes in the courts, promoting all the necessary measures for their development;
Intervene in inquiries, particularly when the instruction of the respective processes requires the appointment of persons with legal training;
Act in collaboration with national police authorities when the needs of the service so require and such cooperation is required;
Proposing and instructing processes of a counter-criminal and criminal nature, resulting from the AACTL’s inspection activity, instructing all those who are superior to it under the terms of the current legal framework;
Ensure the updating of the elements contained in the National Aeronautical Register of Timor-Leste;
Ensure, within the scope of the national aeronautical register, an information system of common nature to the bodies and services of AACTL and all other services of the Public Administration that with AACTL sign protocols to that effect;
Improve and permanently modernize the services of the Aeronautical Registry Office of Timor-Leste, to improve the quality of the provision of AACTL services in this area;
Issue legal opinions on all issues underlying registration acts;
Create and keep updated the forms to be used when requesting registration acts;
Issue certificates attesting all the elements contained in the National Aeronautical Register of Timor-Leste;
Issue registration and demolition certificates;
Proceed with the registration and all the inherent acts of the aircraft, parts and components subject to registration at the Conservatory;
Issue certificates for any aircraft, part or component registered in the RAN;
Prepare legal opinions, information and studies on any matters of interest to AACTL;
Monitor the work of international organizations in matters related to the civil aviation sector;
Propose the approval of IATA procedures relating to the air transport of passengers, baggage and cargo;
Collaborate with the other bodies and services in carrying out the duties of AACTL, I.P.
