AACTL PROFILE
To fulfill its obligation as provided for in the Chicago Convention, Timor-Leste is established its Civil Aviation Authority (AACTL) based on national legislation and structured to effectively fulfill the tasks that it is expected to undertake. The Civil Aviation Authority of Timor-Leste, hereinafter called “AACTL”, is a body under tutelage and supervision of the Minister of Transport and Communications, entrusted with monitoring, inspection, supervising and regulating civil aviation activities, with objective of guaranteeing the safety of the air transport system in Timor-Leste and is responsible to discharge its functions on behalf of the Timor-Leste Government under its responsibility to the Chicago Convention on International Civil Aviation Organization (ICAO). The Civil Aviation Authority of Timor-Leste (AACTL) is given the legal authority for the performance of its functions by the enactment of appropriate national law (Decree Law 08-2005). This national law set the foundations and principles for all AACTL activities and obligations, and includes scope of responsibilities, powers and competences.

It is incumbent upon the Council of Ministers to appoint the President of the Board of Directors, the two members being appointed, one by the Minister for Transport and Communications and the other by the Minister for Planning and Finance.
