AACTL PROFILE

To fulfill its obligation as provided for in the Chicago Convention, Timor-Leste is established its Civil Aviation Authority (AACTL) based on national legislation and structured to effectively fulfill the tasks that it is expected to undertake. The Civil Aviation Authority of Timor-Leste, hereinafter called “AACTL”, is a body under tutelage and supervision of the Minister of Transport and Communications, entrusted with monitoring, inspection, supervising and regulating civil aviation activities, with objective of guaranteeing the safety of the air transport system in Timor-Leste and is responsible to discharge its functions on behalf of the Timor-Leste Government under its responsibility to the Chicago Convention on International Civil Aviation Organization (ICAO).

The Civil Aviation Authority of Timor-Leste (AACTL) is given the legal authority for the performance of its functions by the enactment of appropriate national law (Decree Law 08-2005). This national law set the foundations and principles for all AACTL activities and obligations, and includes scope of responsibilities, powers and competences.

  • Independence with a reasonable amount of discretionary powers;
  • Autonomy and expertise; and
  • Accountability;

    The activities regulated by AACTL are:

    •  Airport operators and air navigation service providers;
    •  Aircraft operators;
    •  Aircraft crews, air traffic controllers, and aircraft technicians;
    •  Airline contracting organizations and
    •  Aviation security and facilitation
    To be a catalyst of the national unity and contributor for the growth of the national economy
    To facilitate through strategic planning and effective regulation, the operation of a safe, secure, efficient and sustainable national civil aviation industry that conforms to national and international standards and recommended practices and
    — To create infrastructural facilities;
    — Deploy advanced technologies;
    — Connect presently non served districts and regions;
    — Develop skilled manpower according to the needs of the Timor-Leste aviation
    The main objective of the Civil Aviation Authority of Timor-Leste (AACTL) is to promote the continued development of a safe, efficient and sustainable Timor-Leste civil aviation system within its sovereign territory and the airspace above it and such other airspace as is assigned to it for management under any international convention or agreement. This can best be achieved by the effective and efficient performance of its regulatory/inspection functions for aerodromes, air traffic management including provision of aeronautical information service (AIS), certification and safety oversight of national aircraft operators and surveillance of foreign registered aircraft operating to/from and within Timor-Leste territory. Additionally, AACTL shall exercise economic regulation of international air transport. The AACTL is also the responsible national authority for aviation security and has the role in search and rescue (SAR).
    The Board of Directors is the collegiate body responsible for the administration and management of the respective Departments, definition and implementation of the competency to license, certify, authorize, supervise and approve activities under the jurisdiction of AACTL, in accordance with the law,
    The Board of Directors is composed of a President and two members.
    It is incumbent upon the Council of Ministers to appoint the President of the Board of Directors, the two members being appointed, one by the Minister for Transport and Communications and the other by the Minister for Planning and Finance.
