About Air Services Agreements

Air Services Agreements (ASAs) are bilateral agreements between Timor-Leste and other countries that establish the legal framework for international air transport services. These agreements regulate the rights and obligations of designated airlines, routes, capacity, tariffs, and other commercial aspects of air services between the two countries.

Air Services Agreement (ASA)

A formal bilateral treaty that provides the legal framework for commercial air services between two countries. ASAs are subject to ratification by the National Parliament of Timor-Leste before they enter into force.

Memorandum of Understanding (MOU)

A preliminary arrangement between aviation authorities of two countries that outlines the intent to negotiate and establish formal air services. MOUs often precede the signing of a full ASA.
