Who we are
The Civil Aviation Authority of Timor-Leste (AACTL) is the national body responsible for the regulation and oversight of all civil aviation activities within Timor-Leste. Established to ensure the safety, security, and efficiency of air transport.
Operating under the Ministry of Transport and Communications, AACTL works closely with ICAO and international partners to uphold the highest aviation standards.

To facilitate through strategic planning and effective regulation, the operation of a safe, secure, efficient and sustainable national civil aviation industry that conforms to national and international standards and recommended practices and:

- Deploy advanced technologies
- Connect presently non served districts and regions
- Develop skilled manpower according to the needs of Timor-Leste aviation
The Main Objective
The main objective of the AACTL is to promote the continued development of a safe, efficient and sustainable Timor-Leste civil aviation system within its sovereign territory and the airspace above it.
This is achieved by effective performance of regulatory and inspection functions for aerodromes, air traffic management including provision of aeronautical information service (AIS), certification and safety oversight of national aircraft operators and surveillance of foreign registered aircraft.
Additionally, AACTL exercises economic regulation of international air transport and is the responsible national authority for aviation security and search and rescue (SAR).

Three main desirable characteristics
Created by Decree Law 8-2005 and formally established in June 2017, the AACTL is armed with the three main desirable characteristics usually recognized for a regulator:
- Independence with a reasonable amount of discretionary powers

Board of Directors
The Board of Directors is the collegiate body responsible for the administration and management of the respective Departments, definition and implementation of the competency to license, certify, authorize, supervise and approve activities under the jurisdiction of AACTL, in accordance with the law.
The Board of Directors is composed of a President and two members.
It is incumbent upon the Council of Ministers to appoint the President of the Board of Directors, the two members being appointed, one by the Minister for Transport and Communications and the other by the Minister for Planning and Finance.
